Russian Lawmakers Back Jail Terms for Insulting Religion

Russia’s lower house of parliament on Tuesday approved a bill that would make insulting religious believers’ feelings a criminal offense, punishable by up to three years behind bars.


The controversial bill, submitted to the State Duma in late September, was backed by 308 lawmakers and opposed by just two, garnering the minimum 226 votes necessary for approval.

The legislation will come into effect next month if passed by the upper house of parliament – the Federation Council – and signed by President Vladimir Putin.

The bill was prepared in the wake of the all-female punk band Pussy Riot’s “punk prayer” protest at a prominent Moscow cathedral, in which they called for the Virgin Mary to banish Putin.

  1. So what’s the punishment for insulting someone’s non-belief?

    The Russian Orthodox Church seems to be getting an awfully strong hold on the Russian government, what with it’s anti-gay legislation and now not allowed to insult religion. Not the Russia we all used to know and love.

This has already resulted in imprisonment of the Pussy Riot girls for staging a peaceful protest against the church’s disproportionate and undemocratic influence in the Kremlin.

    This is somewhat ironic given that Russia is also proposing new laws which will criminalise anybody promoting gay rights (several Russian states have already passed such laws locally).

    I see Mrs Putin has filed for divorce. Maybe it’s because there’s another man.

  3. I never thought that on 11.06.2013 I would suddenly become a usual suspect for two crimes:

    • public insult of “religious senses” with my translations for Richard Dawkins and Neil deGrasse Tyson;
    • public advocating of “non-traditional sex” with my translations of “Modern Family” and “Come Fly With Me”.

    I must admit that now I am really terrified of how many real crimes will be done by Russian religious fanatics, homophobes, nazis against LGBTQ, atheists, agnostics.

  4. Imagine legistlation in a democratic free society that takes its citizens back in time, devloving a culture forward into pre-history. Legislation that reverses the sum of human knowledge, that contols freedom and progress, that makes the society less advanced than it was before. Now what society would do such a thing? What kind of society would allow it? Certainly not one making a claim of progress based on evidence and education and the application of it. Therefore, Russia is devolving with this beautiful piece of work.

        I will not kòu tóu to your censorship just because you do not like it. I have always used that word from the start of my membership here which is over 6 years I believe. If I am now being told I cannot use it I will be happy to leave.

            Rights come with responsibilities. There’s no shortage of people online who use the dysphemism you’re so fond of, and they almost always do so from behind the mask of anonymity afforded them by a username. How many would be so free in their speech if the sites on which they posted their comments required them to use their actual name, I wonder… sbooder.

            Edit: I have the words nigger, paki, shirtlifter, kike and many others in my vocabulary. Should I get to use them when and where I please?

            In the years that I’ve followed this website, it’s been very interesting to see who uses misogynistic language and who pats others on the back for doing so. Apparently they are within their rights to use this word, but I sincerely wonder why any guy wants to inspire women to classify him as a misogynist. It just makes no sense to me, but I always make a mental note of these things, don’t you? After all, isn’t that what us Homo sapiens do? We keep track with meticulous precision who has done favors and who has slighted us. Why don’t more men speak out against this type of thing? Men who love women enough to go against the sexist tide instantly become enveloped in a positive halo effect, so why don’t more do it? Just a guess but maybe they’re too insecure to stand up for women because they’re afraid they won’t be invited back to this sausage fest.

            Your assumption that the use of certain words instantly make one misogynistic is ridiculous. I use words that refer to male parts too, as does just about everyone else. Does that mean I’m a misanthrope? What a garbage post. To the MODS; why hasn’t this post gone with all the others in your witch hunt for the dreaded derailers?         You’re kidding right? This has to be a joke. There is no way you can seriously seek to condemn a country for enshrining in law the illegality of speech offending a particular group and then approve of censorship of the work ‘Cunt’ here because it offends you!!!??

        If you can’t see the deep hypocrisy and irony in what you have just demanded then perhaps you should leave permanently because your opinions and comments are beneath contempt in a forum dedicated to preserving the right to offend, and free expression in general.

      I think you can get away with most swear words in the right circumstances (There is a book in our local library called Bollocks to Alton Towers) but I think most people draw the line at the C word.

  5. They haven’t had such unanimous votes in passing laws since the communist days. Is no one in Russia shocked at the lack of democracy that can produce such obviously pressured and dictatorial results. Not a single member voted against the anti gay legislation and only two members dared to vote against the religious protection law?

    It reminds me of the old joke about communist Russia. There was a burglary at the Kremlin last night and next weeks election results were stolen.

  6. This will not help the image of Russia. While the club of developed countries – which Russia desperately wants to be a part of – is moving forward on social and human right issues, Russia is sliding backwards. How does the country think it will be taken seriously when it does this?

    Secondly, I’m amazed how clueless people can be about a question like this. This law was almost unanimously approved. That’s scary. I’m not a legal expert, I haven’t spent years in politics, and even someone like me can come up with several reasons for why blasphemy laws should not be in place. And the information for understanding this is easy to find. I’m always astonished how politicians can fail to figure out these kinds of things.

I’m really against any censorship, except for illegal content and possibly severe personal attacks, and even then there should be an explanatory note, not just posts disappearing. I realise this thread is probably not the place, but I think we should have a debate about moderation on this site. If that won’t just be removed as well though…

If you hadn’t had enough with the decision of not telling children about homosexuality, here’s another jewel from the Russian “parliament”: it’s absolutely forbiden to insult religion, only two legislator opposed the motion; I wonder when these 2 lawmakers will be sent to Siberia. If things go on like this, people will be sent as galley slaves to row along the Volga if they dare to insult Putin.
