Document Council ban on atheist websites

A city council has blocked its staff from looking at websites about atheism.

Lawyers at the National Secular Society said the move by Birmingham City Council was "discriminatory" and they would consider legal action.

The rules also ban sites that promote witchcraft, the paranormal, sexual deviancy and criminal activity.

The city council declined to comment on the possible legal action, but said the new system helped make it easier for managers to monitor staff web access.

'Very strong case'

The authority's Bluecoat Software computer system allows staff to look at websites relating to Christianity, Islam, Hinduism and other religions but blocks sites to do with "witchcraft or Satanism" and "occult practices, atheistic views, voodoo rituals or any other form of mysticism".

Under the Employment Equality (Religion or Belief) Regulations 2003, it is unlawful to discriminate against workers because of their religion or belief, which includes atheism.

National Secular Society president Terry Sanderson said the city council's rules also discriminated against people who practise witchcraft, which is also classed as a legitimate belief.

He said the society would initially contact the council and ask for the policy to be changed, and otherwise pursue legal action.

He said he believed he would have a "very strong case".

Mr Sanderson said: "It is discriminatory not only against atheists but they also are banning access to sites to do with witchcraft.

"Witchcraft these days is called Wicca, which is an actual legitimate and recognised religion.

"We feel very strongly that people who don't believe should not be denied the access that people who do believe have got."

He added that some opinion polls said that up to 25% of the UK population now considered themselves atheist.

A city council statement said the authority had a "long-standing internet usage policy for staff".

It added: "We are currently implementing new internet monitoring software to make the control of internet access easier to manage.

"The aim of this is to provide greater control for individual line managers to monitor internet usage, and for departments, such as trading standards and child protection, to gain access, if needed, to certain sites for business reasons."

 avatarSee, I am a manager and I'll hit myself with a fucking baseball bat if I would dare to impose any kind of religious control over the employee.

The use of internet nowaday is the same as listening to the radio 2 decades ago. It was met with opposition but now, what kind of shopping mall doens't have a soundtrack. It is natural for the human specie to seek out informations (relevant or not) and trying to control it is futile.

And above all, illegal cause free speech and the right to education is kinda the main focuse of the Canadian and the U.S. constitution.

 avatarDamn! I used to work for the Birmingham City Council. I remember them conducting a luncheon to celebrate faith based diversity with a special emphasis on Islam. And I remember how respectfully they tiptoed around Islam. This was around the time of the 7/7 bombings in London. Not one mention was made about how radical elements within the muslim community would be handled.

The BCC is heavily represented by Muslims. Wouldn't put it past them to influence a decision such as this. I being an atheist, who was born a Muslim, am not looked upon too kindly by my brethren, you see. :)

I assumed it was referring to Birmingham Alabama, or one of the other pseudo-Birminghams they doubtless have over the pond, not the real genuine and authentic black-country Birmingham itself. I could imagine the frothing fundamentalists of the bible belt doing this sort of thing, but the bureaucratic buffoons of the Meriden Gap?

 avatarI just visited the home page for the Birmingham City Council, http://www.birmingham.gov.uk/ , and found no reference to 'faith,' 'religion,' 'church' or several other faith related terms. They must be an atheist organization, and would no longer be allowed to view their own web page. They would also be prohibited from viewing the weather channel, the corps of engineers, medical pages...

If people still think that atheism fits with "witchcraft, the paranormal, sexual deviancy and criminal activity" rather than with truly atheist ventures such as Nature magazine, medical associations, and the secular technology and government style that builds subways so that the religious can bomb them, then we haven't been doing our PR very well.

I thought they were supposed to do something called "work" ;-)

Although it is annoying from a personal point of view, I can't see any reason why non-work related sites shouldn't be banned full stop.

Mind you our work is so retarded it bans work related sites as well !

PS if anyone thinks they have a right to look at non-work related sites at work, don't forget to invite the plumber around on £60 an hour to surf the net at your expense after he's fixed your leaky tap :-)

If they also blocked Christian and Muslim websites that might have been a valid point to make. But when they only block for some viewpoints on religion and others, then clearly it's false to claim that work vs non-work sites was the criteria they used.

There's one big detail missing in the report, and it's kind of important. Did the council of Birmingham explicitly set up a block against atheism or was it just the way the software came by default from the vendor and they didn't think to change it? If they just installed a standard blocker package out-of-the-box, many of them are merketed at religious parents and are set up the way they would like.

Well I work in a UK Council's IT Dept. We have web filtering software (not the same one) and every single day get requests to allow such and such a person access to such and such a site. It's a pita.
"Lets block all sites about alcohol."
"Great, I'll get right on it"
"Hello this is the liquor licensing dept..."

"Lets block all sites about drugs."
"Great, I'll get right on it"
"Hello this is the Drug Dependency Unit..."

Etc, etc, etc.
As for not surfing at work, well that's just crazy talk. All kinds of research is done online, same as any other organisation. Besides, we are allowed breaks you know.
