Read about how Turkey handles their Islam infection. They're quite un-democratic about it, but their harsh treatment of Islamic anti-secularism is all that has kept their country from the abyss that most of the Islamic world rots in.

As for my two bits about immigration:

I feel for the people who want to escape sick societies, but I think they need to stop running. Pressure to change doesn't build if there is an escape valve. If people want to be free, they have to fight.

So cut off permanent immigration, but issue thousands and thousands of student visas. Bring in hordes of people to attend universities and experience a better life than they have at home. Send them back full of brilliant ideas and mouths that spit positive revolution in the faces of those who would hold them back.

When they achieve a liberal goverment that values progress, welcome their society back into the fold.

This is more of an educated guess than anything, but it looks like the palladium/zirconium oxide was a catalyst, so the palladium supply question isn't really an issue.
