He is Congressman for the 13th District in California which covers the Fremont area - the heart of Silicon Valley. This is a fairly educated area in California, so I'm guessing he does not have much to worry about from this announcement.

Regarding the gullibility of children, I grew up with three younger sibilings, 5, 6, and 12 years my junior. While growing up I noticed very often how they would accept our parents' statements as truth without a second thought. Whether it was about science or just everyday tasks, their brain would not spend the time to investigate each issue. Looking back on those moments, I realize just how right RD is on the subject. Obviously not every child is the same but I can see how this type of system would work, and how without this system, children would easily fall into deadly situations.
