If don't think the residents of an area "allow" armed members of Hamas to launch rockets. I would imagine if any tried to stop them a "boot to the head" is the least they could expect.
What point is there in attacking a rocket launch area? It's certainly not defense. It doesn't prevent future rocket launches and doesn't hurt the launchers who have long gone when the attack is mounted. The only reason for the attack is retaliation (it's been tit-for-tat since the 20s) and the target is anyone and anything in the area of the launch. That's just large scale terrorism vs. small scale terrorism (compare Palestinian casualities caused by Israel vs. Israeli casualties caused by Palestinians).
Bulldozing is a tried and failed Israeli tactic.
If Israel launched hundreds of rockets every year into Jordan, or Egypt, the world would be outraged

I must say that I can't muster much sympathy for the dead's families. Their elected government has just murdered a bunch of Palestinians, one presumes with the approval of the said Zionist families...what goes around...
As an aside:
Why is a "lone gunman" infiltrating an enemy civilian enclave called a "coward" while pilots and artillerymen bombarding civilian houses (racking up the collateral damage) called "heroes"? It seems that the former action takes a lot more courage.
