Personally, I see no sense in PART E. EXEMPTIONS (Rule 38) Subsection (d) Para (i).
I cannot see why it is reasonable to permanently exempt a vessel from Section 3 (a) of Annex I purely based on keel-laying date.
It smacks to me of setting a dangerous precedent in law.
Perhaps you could enlighten me (pardon the pun) with your view on this matter.

I am serious. This is a degree of compassion you don't normally see me display on this site - but it is genuine.
My wife (fiance as she was) also thought she heard god talking to her. So much so, taht after years of effectice indoctrination and lies from her family(!) she actually believed that a god wanted her to go to India to live with and help the poor and - quite possibly - die in a slum as a result of this. Actually believed it. She was young, impressionable, ill (physically) and in a bad way at times.
It is not real. If you really believe that this 'voice' in your head is a god, and you are compelled to obey it's ideas and instructions, you are in dangerous territory.
Good - you're successful with a happy family etc. - I'm pleased for you, you seem a decent enough chap. Please, please, please consider seriously what you are suggesting when you say '...the answers about those people and situations were definitely not part of my psyche. Nor were the issues that He wanted to discuss.' You have absolutely no reason to regard that this is a particular celestial dictator talking to you.
I doubt you will take my advice, but I have at least offered it.
