It appears incitement to hatred more than just free speech in this particular case. Repeated harassment on the street. If they'd strung the preachers up with piano wire, that would certainly be over the top, but a robust talking to about decent behaviour certainly doesn't go amiss. Prosecution, that depends on the circumstances. I find myself having little sympathy with such crackpots. Probably means I'm a dangerous fascist or something, or maybe I know that haranguing people and hurling verbal threats and abuse at them the street is just not cricket.
