I donāt know where you get this idea but the president does not have the authority to issue mandates that dissolve the government.
Look in to the process of calling a Constitutional Convention. The President can’t issue mandates, yet.

If I follow the logic, you can’t talk about the evidence of his guilt because that’s accusing him of guilt before he’s convicted, but you want the investigation to be open. We can’t have investigations because he is not proven guilty yet, but there has to be a vote on his guilt, based on, what?

I assume you are referring to the Russia investigation for the $32 million, with many charges, indictments and convictions.
