I don’t know what Putin’s hold over T rump is.  Maybe it is as simple as T rump admires how Putin wields power. But, whatever it is, there does seem to be something that keeps T rump doing things that are on Putin’s wish list.

Maybe T rump is just a “useful idiot” and Putin is a master at exploiting that.
